APU MEXT Scholarship 2027: a fully-funded route to grad school in Japan

If you want to do a master’s or PhD in Japan without paying for it, the MEXT scholarship is the big one. Run by Japan’s Ministry of Education, Culture, Sports, Science and Technology (Monbukagakusho, or MEXT for short), it’s about as complete as government funding gets. This guide is about one specific way in: the University Recommendation route at Ritsumeikan Asia Pacific University (APU) in Beppu, Oita, for the 2027 intake.
The University Recommendation (UR) route is worth understanding because it’s simpler than the alternative. With the embassy route, you go through your local Japanese embassy, sit written exams, and clear diplomatic interviews. With the UR route, you apply straight to APU. If the university picks you, it recommends you to the Japanese government for the scholarship. One application, one institution doing the screening.
Why does Japan fund all this? Partly self-interest, and that’s fine. The country is dealing with a shrinking, ageing population, and bringing skilled international researchers into its universities is one way it stays connected to global talent and research networks. APU is built for exactly that: founded in 2000 around intercultural understanding, it has a campus where about half the students and faculty come from more than 90 countries and regions. You can do your whole degree in English while picking up Japanese academic and corporate culture on the side.
What the money actually covers
Grad school abroad is expensive, and that cost alone keeps many good candidates from applying. This scholarship removes it. Here’s what you get.
Tuition and fees
Full coverage. Your admission fee is waived 100 per cent, and 100 per cent of your annual tuition is covered for the standard length of your degree, through a combination of MEXT funding and APU’s own Tuition Reduction Scholarship. You don’t pay institutional tuition out of pocket for your master’s or PhD.
The monthly stipend
MEXT pays a monthly living allowance of 144,000 JPY, roughly $960, adjusted slightly year to year. What matters more than the number is where you’re spending it. In Tokyo, rent and transit would eat a big chunk of that. Beppu is much cheaper: lower rent, student housing like AP House, and lower daily costs across the board. So the same 144,000 JPY stretches a lot further here, which means you can actually focus on your thesis instead of doing mental maths about groceries.
Flights and healthcare
You get a round-trip economy ticket between your home country and Japan: an outbound flight from your nearest international airport to Fukuoka or Oita at the start, and a return ticket when you finish your degree. Regarding healthcare, you’re enrolled in Japan’s National Health Insurance, which covers 70 per cent of medical costs, with institutional support covering the remainder during your studies.
Who qualifies
Selection is competitive. APU weighs your academic record, research potential, language ability, and how well your plans fit its research priorities. Before any of that, though, you have to clear the basic eligibility bars.
Nationality and age
You need citizenship of a MEXT-designated country that has diplomatic relations with Japan. You can’t hold Japanese nationality at the time of applying. And for the 2027 intake, you must have been born on or after 2 April 1992.
GPA
MEXT uses one academic threshold across all its university-recommendation routes: a minimum cumulative GPA of 2.30 on a 3.00 scale, measured at your most recent institution.
English
Because the teaching is entirely in English, you need to prove advanced ability, at least CEFR B2. APU accepts:
TOEFL iBT 80 (or 72 on some tracks). IELTS Academic 6.0 overall (or 5.5 on some tracks). TOEIC Listening & Reading 780. Cambridge English FCE Grade B or higher.
Your score has to be recent. For the 2027 cycle, MEXT only accepts tests taken on or after 15 March 2025.
Who's excluded
A few things rule you out. Active-duty military personnel and civilian employees of military organisations can’t apply. If you can’t get to Japan within APU’s arrival window for the September 2027 semester, you lose the award. Previous recipients of a Japanese government scholarship are usually ineligible unless they’ve had at least 3 consecutive years of study or work since the award ended. And once you’re in, you have to hold and keep “Student” (Ryugaku) residence status under Japanese immigration law.
Which programs you can apply to
The scholarship covers specific English-taught graduate programs across APU’s two graduate schools. Pick one.
Graduate School of Asia Pacific Studies (GSA)
GSA focuses on regional and international development, policy, environmental management, and the social and cultural side of the Asia-Pacific.
The MSc in Asia Pacific Studies (APS) trains you in international relations, regional security, media, and social and cultural change, with tracks in Society and Culture and in International Relations.
The MSc in International Cooperation Policy (ICP) is for future policymakers and development practitioners, with research divisions in International Public Administration, Sustainability Science, Development Economics, and Tourism and Hospitality.
The International Material Flow Management (IMAT) dual degree is a specialised track run jointly with the Institute for Applied Material Flow Management at Trier University of Applied Sciences in Germany. You spend one year at APU in Japan and one in Germany, and come out with two master’s degrees focused on green technology, eco-business, and system efficiency.
The PhD in Asia Pacific Studies is a three-year research degree for people producing original dissertation work in sustainable development, public policy, or international relations.
Graduate School of Management (GSM)
GSM is accredited by AACSB and AMBA and runs a strong MBA. The teaching leans on case-method work grounded in Japanese corporate structures, global strategy, and sustainable business. You choose one of four specialisations:
Accounting and Finance (international markets, valuation, risk). Marketing and Management (consumer behaviour, supply chains, brand). Entrepreneurship, Innovation, and Operations Management (for people founding ventures or running digital change). And Japanese Management, which digs into Kaizen, governance, and the organisational principles behind Japanese firms.
There’s also Innovation and Technology Management (ITM), which has historically been designated under MEXT’s International Priority Graduate Programs and gets focused scholarship allocations.
How to apply, step by step
APU does the screening before it sends nominations to Tokyo, so each stage matters. Here’s the pipeline.
Stage 1: assemble your documents and write the research proposal. Before you touch the portal, build your file. For GSA especially, the research proposal is the centrepiece: a 2 to 3 page plan covering your research problem, a literature review, your methodology, your objectives, and a clear explanation of why APU’s faculty and facilities are the right home for the project. You’ll also need official transcripts, degree certificates, test scores, recommendation letters, and passport documents.
Stage 2: register and pay the fee. Applications for September 2027 entry open on 1 September 2026. Register on the APU Online Application System, and in the form, tick the box opting in for University-Recommended External Scholarships, specifically the MEXT UR pathway. Submit and pay the 5,000 JPY application fee (about $62) by the deadline of 5 November 2026. No fee or a late upload means your application isn’t looked at.
Stage 3: the review. Between November 2026 and January 2027, APU’s Graduate Admissions Committee goes through your file: checking documents are genuine, calculating your MEXT GPA, judging whether your research plan is feasible, and watching the video interview you submit through the portal.
Stage 4: nomination. In February or March 2027, APU issues its decisions. If you’re picked, you get your APU Graduate Admission Offer plus formal notice that you’ve been nominated to MEXT, and APU forwards your dossier to Tokyo.
Stage 5: final approval and onboarding. MEXT reviews all the university nominations from across Japan and confirms the final list to APU by late June 2027. After that, APU’s International Office helps with your Certificate of Eligibility, your student visa, flights, and a room at AP House in Beppu, ready for September 2027.

Q1. Do I fill out a separate scholarship form?
No. There’s no standalone scholarship application at the start. You complete the regular APU graduate application online, and inside the questionnaire you opt in to be considered for university-recommended scholarships, including MEXT UR. APU assesses all eligible applicants and nominates the strongest to the government automatically.
Q2. Can I apply without any Japanese?
Yes. You don’t need Japanese for admission or the scholarship. Lectures, seminars, coursework, and thesis supervision in these programs are all in English. Once you’re on campus, though, you get Japanese language courses built into the curriculum, which help for daily life and for working in Japan later.
Q3. How is the 2.30 GPA worked out for unusual grading systems?
APU converts your transcript to MEXT’s 3.0 scale using the ministry’s formula. Your completed courses are sorted into four tiers: 3 points for high distinctions (80 to 100 per cent), 2 for satisfactory work (70 to 79 per cent), 1 for passes (60 to 69 per cent), and 0 for fails (below 60 per cent). The weighted total is divided by your total credits. Steady performance across your whole degree is what keeps the converted score above the line.
Q4. How is University Recommendation different from Embassy Recommendation?
It’s about who runs the first screening. The embassy route goes through the Japanese embassy or consulate in your country, with paper screening, written exams in language and general subjects, and panel interviews. The university route is handled by APU directly: you apply to the university, it does the academic evaluation, and if its board approves you, it recommends you straight to MEXT Tokyo. That tends to make the process more streamlined and more focused on your research plan and academic record.
Q5. Can I work part-time or hold another grant?
You can work part-time if you get the official permit (“Permission to Engage in Activity Other Than That Permitted Under the Status of Residence Granted”) from Japan’s Immigration Services Agency. That allows up to 28 hours a week during term and up to 40 during official breaks. What you can’t do is stack MEXT with another government or private grant that hasn’t been explicitly cleared for dual acceptance.
Conclusion: Worth doing early
The APU MEXT University Recommendation route is one of the cleaner ways to fund a graduate degree in Japan. Full tuition, no admission fee, flights both ways, and a monthly stipend that goes noticeably further in Beppu than it would in Tokyo. That combination lets you actually concentrate on the work.
If you’re aiming at September 2027, the groundwork is what wins it. Get your transcripts verified. Take your English test in time, remembering it has to be dated on or after 15 March 2025. And put real effort into a research proposal that lines up with specific APU faculty, because for the GSA programs that document carries a lot of weight.
